  1. Are we discussing a bacteria that does its own photosynthesis?

If it is converting crop residues to ethanol, it will leave the soil with no food for soil organisms needed to prepare the soil for the next crop.

If it is using algae as a substrate, we have to use land and water to produce the substrate. That can be an effective use of the land, but there is already so much ocean vegetation that could be harvested in place of using land and water.

So, using bacteria to degrade ocean plant matter to ethanol is one way to use this matter. Other ways would be direct combustion to make steam, thermal decomposition to make a diesel analog. For existing cars designed for gasoline, the ethanol route would be easiest for the consumer.
