Will carbon pellets work if submerged in water?

I want to get carbon pellets to remove odors in the air, but I do not know if they'll still work if they're in water. I'm thinking about putting it in a vase with my bamboo plant (no soil, just water). Will it effect the bamboo?

If the pellets are underwater, then they won't be removing odors from the air.  Air has to pass through the pellets to remove odors.

I don't think there will be any issue with bamboo, but you'll just need to make sure you leave pellets above water.  I don't think it will be effective inside a vase though, not enough airflow.
