Will having temporary residence permit of czech rep. permit entry into schengen country in 2008 for african?

Since Czech Rep. implement the schengen agreement in 2008, and I hold a Czech temporary residence permit would I still need a visa to legally enter other schengen countries like germany? I am from Africa. Thank You

The Schengen agreement goes into effect in these countries (Czech )on 31 December 2007 for land and sea borders and 29 March 2008 for airports.

yes you will need a visa from Germany and other countries :schengen visa for countries in the schengen zone.

if you go before the dates above mentionned .

you wont need any visas travelling into other schengen countries as from 2008 when the czech republic joins
