Some airlines are doing some experiments, but right now, your not going to be roaming the www from your seat anytime soon

Like on a airplane as in traveling from one place to another, if that's what you mean, I think they are a very few airlines that offer this. You should contact the airlines for further info. Please ad a little more info to your question.

Yes, unless the airline runs something like 'netstumbler' to detect/kill all wireless connections.  I'd bet you'd have a connection prior to taking off and then just after landing.
