Will i need a separate 110 circuit????? cannot...

the installers came yesterday and it looks like my fan in the existing hood is connected to one leg of the range 220. they said they cannot hang a 110v circuit off one of the range 110v legs. why not from an electrical point of view??? it looks like it will not conform to the local electrical code.now i have to find a electrician to parallel a 110 circuit from an existing outlet.
