  1. Depends on your size.  I am 6'3" 200 lbs.  I rode my girlfriends 250r and I could go 58 mph down hill, LOL.  If you want a scooter, get the 250r.  I would reccomend getting a 600.  I started out with a 600 and they are good to learn on and great for all around riding, but once you get comfortable, if you are like me, you  will want more.  Don't get me wrong, they are still fast and will go 150 mph if you want it to.  I have spent a lot of time on a CBR 1000rr and absolutely love it, but the power takes getting used to and will probably scare you if you jump on that thing first.  I started my friend out on a suzuki 750 and it seems to have the best of both worlds.  So, to answer your question, not the 250r, at least a 600.

  2. The nice thing about a Ninja 250 is that they are always in demand.  Especially now with fuel prices skyrocketing.

My suggestion would be to pick up a used 250 and learn on it for a season or two.  When you have enough saddle time logged and feel confident in stepping up to a larger bike , flip the 250.  Because of that high demand, you will likely get the same or similar price to what you paid for it back.

  3. I purchased a 2006 Ninja 250 last year.  It had 2200 miles on it and from what I read was a fine bike to learn on.  I started riding this summer and the bike now has 2350 miles on it.  I'm already looking to get something bigger.

Ninjas are great little bikes with lots of performance and handling for the money.  If you are planning on using your bike for commuting or just fun by yourself then it's a good choice that could last you several years.  If you just want something to learn on or a bike to carry somebody else with you (which I am) you might be better off just going to the larger bike or getting a used Ninja to start with.  You can pick up 250s that are a year or two old for about 25% off list price. Remember the tax, tags, title and fees will jack the $3400 price tag up to $4000 depending where you live.
