  1. probably, yes. they copy everything else NASCAR does

    i'm scratching my head trying to figure out how the rule was designed to help popular drivers, as the guy above me said. the first car one lap down when a caution comes out gets his lap back, that's as likely to be an unpopular driver as a popular one, it's pretty random. the rule was implemented when NASCAR started freezing the field at the moment of caution. in the old days, the drivers raced back to the start/finish line when the caution flag flew. at every caution, the leader, at his discretion, would slow down and let a bunch of lapped cars pass him and get their lap back. so since freezing the field made this practice impossible, NASCAR proposed the 'lucky dog' rule as a comprimise. what the rule has created is a 'race within a race', with all the cars 1 lap down racing hard for position trying to become the lucky dog when a caution comes out. it has worked out wonderfully, it's one of the best rules NASCAR has ever installed.

    I would only add that NA$CAR was trying to make it safer for the drivers in the wrecks, and the safety crews.

    They didn't want people racing right thru the middle of the crash, and adding to it.

  3. I hope not. I've never liked that rule. If you are unfortunate enough to go a lap down, that is just the way it is.  Earn your lap back. There is no need for that rule in either NASCAR or IndyCar in my opinion.

    Why would you go and pass out laps to slow cars?

    Most of the lucky dogs end up a lap down within minutes of coming around....it's a dumb rule for crappy teams and drivers who just can't keep up.....keep up or just get off the track...

I sure hope not.  The rule is designed to give an advantage to popular drivers and put more people in contention at the end of the race.  Perhaps Nascar should skip to the last 20 laps and forget the rest.  And while they are at it, they should just lineup according to popularity because it really doesn't matter how well a driver qualifies since there are so many provisions they all get in anyway.

    Indy racing is pure racing.  Each week every driver has to qualify for that race.  They didn't give Helio or Danica a free spot in the race just because.  They had to earn it.  A driver that falls behind doesn't get a free pass to get back on the lead lap.  They have to earn it.  That is what racing should be.

    EDIT:  All of Nascar Cup series is designed to only allow the current teams to be in the races.  Look at the qualifying system.  It is virtually impossible for a new team to get in a race because there is only three (I think) spots available.  

    As for the "lucky dog", the rule to freeze the field on a caution was a good rule designed to ensure the safety of drivers and track officials.  The lucky dog pass was designed to put more drivers on the lead lap. The more cars on the lead lap, the more fans have a chance to be cheering for their favorite driver at the end of the race especially at tracks like Daytona where the cars all run in one bunch.  The rules are designed to keep the most cars in contention for the sake of keeping fans interested.
