If you are a trail rider for the Houston Livestock Show & Rodeo you can ride your horse on the city streets along with the other 100 or so riders.

Your horse may hit 45mph, but can it maintain that speed?

A better question is, would you be stupid enough to do it if it were legal?  Sometimes the governing bodies have to step in and pass laws against things in order to protect idiots from them selves.
