You should call AT&T before you leave the states and make sure they turn on the "international" calls on your phone and specify that you are traveling to Mexico and want to be able to make & take calls there. Be very careful though because it can really add up since these are considered "roaming calls". Once you land, your cheapest bet is to buy a calling card for $5 or $10 dollars and use that to make your outgoing calls.

I use Nextel and it works in Mexico, but I had to request the international service.
