  1. That can vary depending on your location. I live in California and know my lack of registrating a car won't suspend my license as long as I don't drive the unregistrated car on a public road.

  2. Typically, no; laws vary greatly depending on where you live but if you don't renew the registration and it is on a public street, it can be tagged and marked as "abandoned" and towed away.

If it is on private property but not in a garage, Code Enforcement can tag it and you have to be able to prove it is operational (being there at the Code Enforcement officer's convenience and prove that it starts and can move forward and back) and you can be fined, and they can be hefty, or it could be towed/forfeited as it is considered a neighborhood nuisance as it devalues the neighboring properties land, at least that will be the explanation you are given.

If it is in a garage or behind a privacy fence that the public cannot see, then law enforcement nor code enforcement will have any right to check anything.

In the state I reside in, if the vehicle is on a trailer that is currently plated, it is also ok.

  3. No.  It just means the car isn't legal if it's driven on the road.  When you want to drive it on the road again, get insurance and register it.  Then get it inspected and you're good to go.  It's just an inert blob in the meantime.  Kind of like a pet rock but with more character.

  4. No, one has nothing to do with the other as long as the car is definitely not being driven. Yes, if you get caught driving the car. It also depends on your state laws. Every state is different.
