Will my pay of 13.33 for 2 weeks qualify for filing an affidavit of support to petition my brother?

pls. help i'd like to petition my older brother from the philippines but i don't know if my income is enough to qualify for me to be the one to support my brother.my biweekly wage is 13.33 and have been at my job for a year.And also, me and my brother have different last name because i was adopted by my real mother's auntie when i was a kid, which became my mom and that's how i became a US citizen.what forms should i need and do you think i can be able to file for affidavit of support base on my income?pls help??!!T_T
