If your phone supports GSM 1900, then yes, you should have coverage in Mexico. Mexico has two GSM providers - Telcel and Movistar, which are both in the GSM 1900 band. If you have a tri-band (900/1800/1900) or quad-band phone [phone]) you will be fine.
