Yes.  In fact, it's legal now.  In some places.

In most of the world, however, it isn't, and won't be for some time.  (If Canada ever gets rid of the Conservative government, however, we'll likely be looking at decriminalization within a few years, following which it will be strictly regulated.)

It was legal once, I'm sure it will be legal again. It helps ease the pain of cancer, so they'll have reason to make it legal in a restricted fashion.
