  1. It's a dead dog, with its face partly decayed away.  It's a bulldog or pit bull or similar breed.

    Its very likely it was just a dead racoon, nothing else.

  3. Very easily, should anybody suitably qualified get hold of it to take a look.  From the small photo I saw, the teeth in the lower jaw appeard to belong to a member of Carnivora.  I couldn't see any sign of uppers.
