goodbyes are meant for people who are lonely n have no one of their own.they are always waiting for someone to have as their own.standing in the rain is probably a metaphor used here to describe the sorrow.

then it goes on to say tht wherever i go its always raining meaning i never find anyone to call my own.im always lonely no matter what i do or where i go.

I think it means that someone with issues of letting people go lets them go and says goodbye all the time.  Its interpreted like the rain is sadness or something like that.

It's saying that you're constantly saying goodbyes. If you say goodbye when it rains and it always rains, you're always saying goodbyes maybe when you don't necessarily need to?

I think that it means you are always lonely and always having to say goodbye.  Obviously, you are sad about it, but there's nothing you can do about it if other people are leaving YOU.
