  1. They will.  It would be a separate letter though from the one telling you what you'd qualify for - that's the amount BEFORE any offsets.

  3. Yes.  I had a prior year's tax debt I have been paying on.  I had one payment left and they took that and sent me a letter.  They told me how much they took and how much I would get.  I should get my check next week-ish
