Will the Jays ever be a good team again?

I mean they have good pitching right now and their offence isn't bad either

It doesn't look good. Halladay is frustrated with the team and Burnett since hes having a great year can opt out and sign with a team for big money. They've locked up there hitters but its there hitting thats there problem. The Jays need pitching and with Hallaaday and Burnett most likely leaving the Jays won't see bright days for a while.

they will be, but having the two biggest payrolls in baseball in your division is always tough, and with the rays now having established themselves it's only going to get harder...but the jays have way too much talent to just never be a contender, they will get it going eventually

What do you mean? they are a good team. they just happen to be in the toughest division in the MLB, that's why they can't make the playoffs.
