Will the US gov't be able to prosecute Bush after he leaves office?

Bush is approaching the end of his term in office. Will the gov't (or American public) be able to prosecute Bush for lying to the public, in a way which led to the deaths of 4,000+ Americans and 100,000s of Iraqis, AFTER he leaves office?

  1. No. The first thing a new President does is pardon the outgoing one. They look after their own.
