Will the land registry in bulgaria be able to tell me who owns a neibouring plot of abandond land ?

this plot as been abandond due to subsidence and access problems. i wish to improve the land with the intention of keeping 90% of it green.

if i tend to this for 10 years i can register it to my name in 10 years under bulgarian law.
