  1. Yes, the law does permit for extradition for a felony. However, the District Attorney makes the final determination. He could decide it is not worth the time and expense, or he could decide to issue the warrant with geographical restrictions for adjacent states.

If the DWI was a result of an accident, and a victim is waiting for compensation, it is much more likely they will extradite.

  2. Laws dont extradite convicts. Prosecuting attorneys decide if its worth the time, money and manpower to transfer a convict back to the jurisdiction of the violation.

  3. If you are the criminal, call the police station and get them to run you.  This will allow you to maybe get info on whether you have an extraditable warrant.

The choice to extradite comes from the originating agency that started the charges so it is not up to the police that catch you in another state to hold you or not.  It is up to the originating agency to come pick you up and that is why the police that find you can take you to jail, just to get you picked up by the originating agency.

So, yes, they will, it depends on the police department that started the warrants.  If it is a small department, I doubt it, if it is a large one, then they have plenty of money and extradition teams to come get you and get paid for doing it.
