It's already happened, champ. And no, California would not be able to see it. Only place that can see it is, little bit of Maine, Canada, China, Mongolia, and some other g*y place. lol.

It has already occurred. It happened about 3:30 this morning, our time (I live in Antelope), and was only partially visible from North America from a very few places in northeast Canada.

The next total solar eclipse visible from our part of the world won't be until 2017. The closest place to Sacramento it will be visible from is up in northern Oregon.
