nope it is just for the troops who are about to leave

Well, it depends on what division he's with.  But since the withdrawals have already happened, chances are. He will have to serve out his deployment.

All the brigades that were sent as part of the troop surge, have already returned home. And the reduction of the 15 month deployments back to 12 month deployments doesn't affect anyone already there. Only units that deploy on or after 1 Aug 08.
