well it all depends for a start on if we have still got the queen in 2017 when it will be 20 years since her death or in 2011 when she would have been 50

Probably on the 15th year of her birthday since she died.

Maybe. It's a possibility. probably not for a while though. and as for somebody telling you to consult the queen about it, the queen isn't in charge of it. Prince Harry and Prince William organised it. Actually I believe the Queen and the "older" members of the royal family weren't even invited.
