Will they have mods in fallout 3?

not only will they have mods, will they have downloads for it? Is it going to be like, i buy the xbox version and then i find out i want the pc cause i can get mods? So i have to buy the pc version after i bought the xbox version? i just want to make sure that i don't waste money.

I am sure that there will be a great modding community for the PC version of Fallout

Since it being made by the same company that made Oblivion and Morrowind

I am sure that it is going to be awesome

I do not know which version I am going to get either
