Will they start the race over completely or will the set the field according to how it ended yesterday?

How it ended. It is the same as a "Red Flag" condition. No work or anything can be done on the cars etc.

What race are yu talking about.  If you add more detail you may get a better answer.  

In motocross (or at least where I am) if a race has completed 3/4 of the laps or time that the race is meant to be then the race is called as it stands and wont be restarted.  But if you are talking about cars I would not have a clue.
