Sort of.  Fimbulwinter will be caused by the collapse of the Arctic thermohaline circulation as a result of global warming, or possibly the increase in albedo resulting from the movement of ice domes in the Antarctic.  This is likely to result in unseasonal migrations.  However, ravens are sedentary birds and those seen in North Africa are probably separate subspecies.  Interpreting Hugin and Munin symbolically as thought and memory, i'd say they flew south, or indeed completely out of Midgard, quite some time ago, perhaps e'en before the Great Nova of Gath.
