  1. Only when speculators are rounded up and shot.

  2. Sure,

About the time all Chinese and Indian citizens make a pledge to stop driving cars and "go green".  That would reduce worldwide oil usage now and in the future

Might also get some surprises out of the unconventional oil market in the coming years to drive oil prices under $75/barrel, that would do it for sure

  3. Let me ask the lucky 8 ball .... he says .... NO

  4. Petrol hasn't even exceeded $2.00 per litre yet so I don't see what you're complaining about.

    :-p

  5. We are paying three times that much in the UK and we are sick of it.

  6. If everyone stops using more than is being produced, prices will drop.

But perhaps the intent of the question is, can we expect to consume more than is being produced and at the same time have it for a low price? Not very likely.

In reality if everyone were paying their taxes via fuel purchases, so that they paid the same amount of taxes but could avoid the taxes by using less fuel, there might be enough price reduction to leave the taxes paid for free. But, having one country pay their tax via fuel purchases while other countries keep prices low and tax on income would not likely have that effect.

UK is not paying so much for fuel. They are getting their taxes paid as part of buying fuel. If they paid the tax off income they would not be better off, or worse off. But they would use more fuel, much the way America does.
