Yes, by using equipment. But in natural, biologically God didn't create us to breath underwater.

Only if we move a portion of humanity to live in the water for about, say, 10,000 years. By then they would have evolved gills, maybe, or they would just move back on land.

There was a short documentry about U.C. Davis Ca. about a hyperoxygenated fluid that could be breathed.All you have to do is get used to breathing fluid instead of air. Most people get a panic attack 'cause their body thinks it's drowning.
