  1. Travelling across borders is not usually free because of the cost of immigration requirement in checking documents except for some countries.  Thus, money is always involved in travelling nowadays for payment of visas and entry documents.  Travelling will only be free if countries agree to abide by laws wherein people are expected to return to their countries after the visits.


  2. What you are suggesting already exists, and is based on established reciprocity.  For example, the Visa Waiver Program in the US allows nationals of certain countries the right to pass freely into the US, while many countries allow US citizens to enter into their countries in the same manner.
