Will you please provide a way to specify that an email message is junk mail and empty bulk mail via cellphone.

I cannot specify that an email is junk mail when reading my emails on the cellphone. I also cannot empty my bulk mail, or move a message to the bulk mail folder. Why is this? Please fix this.

make sure your spam guard is in , look also i  your  e mail options to  set your settings correctly

Why should you bother with this complicated way? Probably your cell is using an "eunuch" platform, that's why you can't find it. Do it from your desktop. No problem to have the junk mails waiting in your inbox for a while, till you get back to your home/office
