Individual tastes aside (I will not proclaim Shakespeare either brilliant nor a hack because your question, to me does not seem to imply a strick critical assessment): William Shakespeare's influence on not just the development of theater, but on the entire mentality of later Elizabethian culture is rather profound.  Having articulated certain historical mysteries by paralleling them with then contemporary events, he influenced not merely aestetic tastes, but elements of the very morality of his age.  And his influence has transended his time (whether that is due to academia or not must be left for a seperate discussion) in the fact that the names of many of his characters have become figureheads or reference points to clue us in to aspects of one another's modern behavior(s).  The fact of an artist influencing the very civilization, having such an impact on the subsequent development of English (and, considering his time, therefore World) history cannot help but make him a significant figure.
