Logically it'd be Lucy.

Why Lucy?  Because she's the only one who said it wasn't her.  Everyone else has backed up other people, but she was the one who said something about herself (except for Old Man Jenkings, but he's got Alzheimer's so he's excused).

OK, I'm going out on a limb here...

I say that "Old man Jenkins" is Bob, and Lucy is his wife.  I just think this b/c we're told that a wife tells the police her husband didn't do it; this could be when Lucy says Bob didn't do it.

In addition to Bob (who, according to my theory, has Alzheimer's), Max also vouches for Lucy.

Therefore, Bob didn't do it, and Lucy didn't do it.  And if they are Mr. and Mrs. Jenkins, the only suspect that's left is Max.

The only one who vouches for Max is Bob, and according to my theory, he has Alzheimer's.  So I say Max is the one who did it!  Max murdered Sam.
