Win XP new user account files problem?

I recently had a problem in Windows XP and now every time i create a user account there are no files being created with the account.

This means that when i log on to the user account i receive the message "Windows cannot find user profile, but has logged you on with the default".

Once this happens every time i log on loads of folders are being created on default.

Is there a way to stop this. Restore system default user settings?
