Is it possible to do slo-mo effect on Windows Movie Maker? Is there any free program to do the slo mo effect on a clip of my video?

Yes, very easy. Just right click on the clip while its been dragged down to the timeline. Then click add effect, and scroll down to slow motion, then hit apply.
