Windows AppLocale no working?

I am running a Vista and i would like to install App locale because i want to install a japanese game but it cant work . It says some files cannot be opened . Please hlep me

Applocale will not work for all Japanese language programs.  It works some of the time, but not always.  Many programs actually require that you enable Japanese support for non-unicode programs.  I certainly know where you're coming from though - it's really irritating rebooting whenever you need to switch to some other language.
