Windows Vista Question. My scroll bars are gone again- why is this happening?

I am in excel and bring the scroll bars back and save the doc I am working on. I have hundreds of excel worksheets and save documents each time I work on them and close them. Somehow my Windows Vista Thinks I don't want the scroll bar. How do i reset the scroll bar to remain and not disappear each time I open a document? I do have the Windows Vista 800 page book sitting in front of me now! argh.

    Excel

    This is what you do:

    1. click on the 'Tools' menu then the 'Options' option.

    2. click on the 'View' tab.

    3.  - in 'Window Options' section, ensure that the 'Horizontal

    scroll bar' and 'Vertical scroll bar' options are selected.

    -- PowerPoint - in the 'Show' section, ensure that the 'Status bar'

    and 'Vertical ruler' are selected.

    4. click OK.
