Windows Vista takes MSN?

Question

I just got a new laptop and I want to install some programs on it such as MSN messenger and Safari web browser. However, every time I press DOWNLOAD from a site and click RUN or SAVE after hitting download, vista downloads the file then does nothing. It doesn't seem to have run the file at all, or saved it to anywhere. It doesn't give me an option of where to save it to. I'm using IE right now.
