Windows defender not updating

windows defender says:
the program can't check for definition updates
error found : code 0x80004002
my kaspersky is also not updating
but i can access the net 
Is it a problem with the network connection??
but if it is then how can i access this webpage??
PLEASE HELP!!
im confused over here!! :(
