Windows installer 1.1 not found?

Question

Ever since I upgraded to Firefox 3.o I have problems downloading certain downloaded software. I get the old software installer http:/ 1.1 not found 404. I have ran everything you can think of, Malware, dial-a-fix, penucia, re-installed and upgraded windows installer,

pc optimizer, ccleaner, hijack this, avg, etc, etc, updates from windows, upgraded IE6 to IE 8 beta, added add on's from Mozilla, still get the same problem, tried to find a way to download that file, but cannot find anywhere, anyone have any ideas!

Windows Installer 1.1 is a bit out of date. Heres v3.1 from Microsoft's website:
