  1. If you're not on the administrator account, it will continuously say that until you switch to the administrator account.  I hate that problem because I download brushes for photoshop, and go to install them on my Guest profile, and it won't work.  But I can't do it on the admin, because there's a virus.

    hope that helps

  2. I would get onto Microsoft tech support for that I have often had that problem, that i can download but won't install, but with yours not downloading It does beg the question have you got an original XP copy? If it is, is the key you have registered to your mobo?, as it is OEM software, The repair is normally Microsoft will send you a batch file in an email, run that batch file and all comes good. Once you sort it both programs will run, alternative you can try symantec tech support for Norton's. If it is not an original copy or never been activated or registered, then you have to sort it out. Another solution is to do a repair on you OS, you won't loose any programs that way but you have to download all your hot fixes again, and you will be back to SP2, if that works download SP3
