Windows xp pack2,vpn

Since I've installed windows xp pack2, I can't use my VPN anymore...and that is terrible.I tried to disable windows firewall,but I couldn't. It says "windows firewall settings can not be displayed because the associated service is not running.Do you want to start windows firewall/internet connection sharing ICS service? and then it says windows can not start windows firewall/internet connection sharing ICS...
Please tell me what should I do?Thanks a lot
