I need somewhere where the temeratures at 28 degrees plus.

Choices include:  Rio de Janeiro - Bondi - Surfers Paradise - Cottesloe - Fiji - Tahiti - etc.  Just to name a few.  

There are many, many more fabulous beaches - you are only limited by how much money you are willing to spend to get to the beach.
