Wireless network disappears?

I live in an apartment and have wireless from somewhere - either a neighbor or a nearby business. I can access it probably about 80% of the time... but sometimes my computer will say "No wireless networks in range." When this happens, I just restart my computer and it is there again... But my question is, why does the network "disappear" in the first place, and do I have to restart my laptop to get it back?
