  1. your best running any wiring from the existing main lighting run due to health and safety

not from socket wiring as the tripping fuse will not turn off the wall lights when the main lighting switch is turned off in your electric mains box and anybody messing with the wall light wires in future are gonna get a nasty shock thinking they have tripped them off

  2. Options as follows:

    - Plug them into the socket...or

-Assuming the double plug socket is part of a ring circuit ( 2 x 2.5mm Twin & earth cables coming in & 30 amp fuse) you could use a fused spur, use 2.5mm twin and earth wire from socket to spur, use a fused spur with switch then run 1.5mm twin and earth wire to lights, fit 3 amp fuse. Switch on fused spur can be used to switch both lights on.  Wire lights in parell, ie 1.5mm wire goes to first light, LNE and second length of wire goes from first light to second light

    If in doubt get advice

  3. Run the feed wire 1mm twin and earth from ceiling rose to first light,Run a second wire of the same value from the first light to the second light,Make sure they are earthed ,Thats it.

  4. You could just plug them into the double socket? If you don't want trailing leads you would need to hard wire them into a fused spur, fed from the back of the double socket (provided nothing else is being fed from there). You can then bury the cable protected in conduit to the light positions and plaster over. Cable - is actually a very small load, but the normal would be 1.5mm twin and earth - use 2.5mm to connect spur to ring.
