The Federal Government cannot intercede until the local officials and governor ask for it!  The fed is very limited.  Had they gone in and taken over N.O. before it became a disaster zone, people would have complained about that!  How is it President Bush's fault that people were too stupid to get out when they were told to?  How is it his fault that the inept local government did nothing until it was too late?  How is it his fault that the local government did not have a workable plan in order to handle disasters?  How is it President Bush's fault that money that had been given over the years (by other administrations) was not used to fix the levees but was spent by the corrupt politicians in LA on other things?
