Deviance is anything that goes against the 'norm' no matter how big or small - sometimes it is actions (littering) sometimes it is status (being homosexual, or a single mother).

Basically, what is deviance, or what is punishable deviance is decided by the powers that be, so you can tell what sort of social order they want, from how they define deviance, and how heavily punished it is.

In terms of the social environment, people used deviance in informal ways - supporting the wrong football team can make you a 'deviant' in some areas - so people use deviance to define what isn't deviance - ie, the group mentality.
