No. only when waste is directly dumped into the ocean.

Most of the bacteria dissipates across the whole ocean. The ocean is too big to have the same degree of sanitation problems that local lakes and rivers have, but there are still toxins being dumped into it that can harm you if you are swimming in close proximity to the dumping sites.

Its just a matter of choice if you want to accidently swallow or swim in fish sperm. ;-)

It depends what you mean by sanitary.  You certainly can't drink it, but that has nothing to do with being sanitary.  It's ok for bathing and such, but most people don't like all the dried salt on them.
