Coincidence. These are places in Alaska. She had these kids before the show was even aired.

Willow is too old. It is possible that Piper could have been named after the Charmed character, but she could have been named after Piper Perabo, Piper Laurie, the Pink Floyd song or it could be a family name (I have met several people named Piper for these reasons).
