  1. I've seen high winds blow freight cars off the tracks with my own eyes.  If winds are excessive, the trains will be held until the wind abates.


  2. When wind speeds get to 70mph, the train operators start to think about withdrawing services. In 100mph, very few surface railways would still be operating.

    I am assuming you are asking if it is safe for you to take a passenger train in times of high wind?

    Yes, dont worry about it, railroads monitor extreme weather conditoins and will reduce the speed or stop their trains completely if it is too severe.

    Freght trains will be a different story, an empty car can be blown off the rail in winds a bit over 60 mph, heavy loaded cars will probably be safe.

    I have seen semi trailers carried on train flatcars that were torn off by high winds.

  4. If its not ok, the train won't normally run. If the train is powered by overhead cables, sometimes in high winds power cables come down which will delay or cancel your journey. Also trees or other things blown onto the track can cause issues.

    However:

    December 25, 2005 – Yamagata Prefecture, Japan: All 6 cars of an express train derail 290 kilometers (180 mi) north of Tokyo; 5 die and more than 30 are injured. Strong winter winds are thought to be the cause.

    February 28, 2007 –  A wind blows 10 passenger rail cars off the track near Turfan, China, killing 3 passengers and seriously injuring 2 others
