With phone chargers, iPod chargers, etc...?

Just out of curiosity, when a phone/iPod is plugged into a charger, but in use, is the charger just powering the device or is it charging it as the device is being used as well as powering the device? In other words, if I'm listening to an iPod that's plugged into a charger because of a low battery, is it still charging the battery even though the iPod is being used? If so, how does it work that the charger can simultaneously do these two things?

  1. Yes it does charge simultaneously while in use.  The charge is split to facilitate function of the device.  While the other half is recharging the battery.
